Across Europe, local and national flexibility markets and mechanisms are moving from pilots to business-as-usual. DSOs, TSOs and regulators are defining new products, baselines and market rules, while aggregators and technology providers are investing heavily in platforms and devices that can deliver reliable flexibility at scale. In parallel, OpenADR 3 is increasingly being selected as the communication standard to connect utilities, aggregators and customer-side equipment in projects in the U.K., Nordics, the Netherlands and other countries. This offers a clear opportunity and a real risk:
- Without coordination, OpenADR 3 is likely to be implemented in slightly different ways by each country or utility, creating a patchwork of interfaces. That fragmentation raises integration costs, slows deployment, and undermines scalability for aggregators and manufacturers.
- With coordination, Europe can converge on a coherent, reusable OpenADR-based flexibility interface that works across borders and programmes, while still allowing for national specifics where needed.
To address this, the OpenADR Alliance in cooperation with ElaadNL is convening a founding workshop for a new, Europe-focused initiative: Working name - OpenADR European Flexibility Initiative Workshop objectives (agenda below): The workshop will bring together leading stakeholders from:
- Distribution and transmission system operators
- Flexibility market/platform operators and aggregators
- Equipment and gateway manufacturers (EV charging, heat pumps, batteries, building automation, etc.)
- Regulators, energy agencies and research organizations
to:
- Map existing and planned flexibility programs that are using or considering OpenADR 3 for:
- “Flexibility to aggregators” (utility ↔ aggregator / FSP), and
- “Flexibility to customers” (aggregator / utility ↔ prosumer, C&I, residential).
- Identify common requirements for:
- Products and services (e.g. turn-down, turn-up, congestion management, voltage control, operating envelopes),
- Event and signal semantics, baselining concepts, and
- Security and certification expectations.
- Define a workplan for European implementation blueprints, including:
- A small set of European OpenADR 3 profiles and program templates that can be reused across utilities and countries,
- Associated test and certification needs, and
- Candidate pilot projects to validate the approach.
Why participate? For utilities and market operators, this initiative offers a path to:
- Reduce integration costs for flexibility providers,
- Accelerate market participation and competition,
- Align with international standardization processes and best practices.
For aggregators and OEMs, it provides:
- A more predictable set of interface requirements across Europe,
- The ability to design once and deploy in multiple markets,
- A direct seat at the table when European OpenADR profiles and test cases are defined.
